Role summary
Participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Ensure subcontract compliance with project requirements.
Responsibilities
- Conform and ensure subcontract execution
- Direct negotiation in the commitment of subcontracts
- Develop and issue subcontracts and services agreements as assigned
- Prepare bidders' lists and pre-qualify bidders
- Form bid request packages and issue bid request packages to approved bidders
- Coordinate bidders' questions and answers to those questions
- Receive bids and evaluate bids commercially
- Prepare Commercial Bid Summary and recommendations
- Recommend and secure approvals in accordance with established procedures
- Prepare subcontract documents for execution
- Prepare and organize assigned meetings, such as pre-bid, bid clarification and pre-award meetings
- Review plan and agenda with supervisor, conduct meeting and prepare and issue meeting notes delineating important statements, required actions and schedules
- Implement the Supply Chain Assignment Schedule
- Manage assigned subcontracts maintaining continual review of progress
- Provide management with information regarding projected financial or technical difficulties
- Coordinate with designated staff on operational activities affecting contractual rights and obligations
- Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement
Qualifications
- Experience in formation and contract administration management of large, moderately complex construction contracts and services contracts
- Demonstrated skills in working and communicating effectively with all levels of project functional groups
- Experience in a wide range of contract types and associated pricing arrangements
- Experience in change management procedures pertaining to Requests for Information, change notices, change orders, amendments, and claims and dispute resolution
- Experience in negotiating terms and conditions, and variations
Education
Bachelor's degree or international equivalent
Experience
Eight to ten years of relevant experience or twelve to fourteen years of relevant work experience
