Role summary
Manage all activities related to obtaining contracts for executing maintenance activities in the Maintenance Department, including requesting and developing scopes of work, completing documentation, identifying prospective bidders, issuing tenders, awarding, and authorizing contractors.
Responsibilities
- Develop scopes of work for maintenance activities to be executed via contractors during normal refinery operation
- Develop Evaluation Criteria and preliminary cost estimation for contracts
- Coordinate and manage all activities related to preparing Instructions to Bidders, conduct kick-off meetings with Contractors and evaluate economical offers after technical evaluation
- Ensure company HSSEQ policies and programs are implemented within different contracts under responsibility
- Ensure QA/QC requirements and KPIs are included in all Maintenance Contracts
Qualifications
- Bachelor's degree in engineering
- Minimum 12+ years of experience in Contracting
- Fluent in writing and reading English
- Good knowledge of SAP system
- Strong understanding of supervising and coordinating Bidding processes for maintenance activities
- Strong understanding of Contracts administration, cost and budget controlling
- Good technical understanding of maintenance execution management
- Good technical understanding of People management
- Well organized and proactive
- Excellent communication skills
- Proven leadership skills with large organizations
- Maturity of judgment under pressure and ability to resolve problems
- Strategic thinking, open to new ideas
- Ability to achieve business results working in a multi-cultural environment
