Role summary
Manage all activities related to obtaining contracts and executing maintenance activities within the Maintenance Department. Develop scopes of work and oversee tendering, contracting, and procurement processes while supervising contractors and subcontractors to ensure compliance with operational, safety, and quality requirements.
Responsibilities
- Develop Scopes of Work, evaluation criteria, contracting strategies, and preliminary cost estimates for maintenance activities during Normal Operations, Shutdowns, and Turnarounds
- Manage the complete tendering and procurement process, including bidder selection, Instructions to Bidders, tender clarifications, commercial evaluation, negotiations, recommendations for award, and contract finalization
- Lead contract administration and commercial management, including cost control, budget monitoring, payment verification, variations, change orders, claims management, and contractual risk mitigation
- Manage and coordinate contractors and subcontractors, including mobilization, performance monitoring, KPI evaluation, corrective actions, and contract close-out to ensure compliance with contractual and operational requirements
- Ensure all maintenance contracts incorporate and comply with applicable HSSEQ, QA/QC, technical, commercial, and company governance requirements, maintaining appropriate documentation and audit trails
- Provide commercial leadership and cross-functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors to ensure timely, cost-effective, and successful execution of maintenance contracting activities
Qualifications
- Bachelor's degree
- Minimum 7+ years' experience in Contracting, with strong experience in Oil & Gas/Refinery Maintenance
- Proven experience in maintenance contracting, subcontractor management and procurement activities
- Fluent in writing and reading English
- Good knowledge of SAP system
- Strong understanding of supervising and coordinating bidding processes for maintenance activities
- Strong understanding of Contracts Administration, cost and controlling budget
- Good technical understanding of maintenance execution management
- Good technical understanding of contractor and subcontractor management
- Good technical understanding of People Management
- Well organized and proactive
