Role summary
Provide architectural and engineering services supporting project, work order, and work request operations at Prince Sultan Air Base. Ensure compliance with US laws, Saudi Labor Law, and international standards. Manage specialized personnel and develop Asset Management Plans that balance risk, objectives, and resource constraints while supporting lifecycle management.
Responsibilities
- Ensure compliance with US laws, Saudi Labor Law, US EPA Guidelines, Final Governing Standards, Overseas Environmental Baseline Guidance Document, US Building Codes, Department of Defense Unified Facilities Criteria, National Electric Code, National Electric Safety Code, OSHA standards, National Fire Protection Association standards, and IEEE standards
- Ensure site activities comply with applicable US, DoD, and Host Country codes and standards, including ASHRAE, International Plumbing Code, National Plumbing Code, and Building & Fire codes concerning health, safety, and environment in design and construction of real property facilities
- Plan repair and maintenance, design, provide technical support, and update record drawings
- Provide effective program management to ensure projects are designed and construction work completes to support mission requirements
- Develop and administer Activity and Asset Management Plans translating Air Force and installation objectives into asset-related decisions by understanding physical attributes, condition, usage, performance, and realized and potential value
- Manage and supervise personnel, equipment, tools, vehicles, and services necessary to perform all civil engineer services, tasks, and functions for PSAB
- Function as integral team member cooperating with and supporting US deployed forces and Kingdom of Saudi Arabia
- Ensure all contractual performance objectives are met
- Be available within two hours of notification to meet on installation with Government personnel
- Ensure successful delivery of services to 4,000 personnel, plus or minus 10%, at all times
- Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property
- Ensure required contractual submittals are provided to government
- Perform other duties as assigned
Qualifications
- Bachelor's Degree in Civil Engineering
- US Citizen with current, valid US Passport
- Valid US Driver's License
- Current valid US SECRET Security Clearance or ability to acquire Secret Clearance
- Ability to read, write, speak and understand English fluently
- Experience in contingency environments
- Knowledge and experience working with government contracts
- Project management with proactive, well organized, results-oriented approach
- Team player with decision-making ability
- Use computers and related software such as Microsoft Office and common products used in office environments or engineering and construction
Requirements
- Wear hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment

- Climb, extend sitting or standing, stoop, stretch, and bend
- Use and wear personal protective equipment including hearing and eye protection, hard hat and steel-toed boots
- Wear Individual Protective Equipment which may include Level III plus or IV Individual Body Armor with front and back ballistic plates, ACH helmet, clothing, reflective vests and belts, sound suppression devices
- Perform standard office activities including sitting and standing for extended periods, attending meetings, keyboard and mouse use repetitively
- Lift and carry less than 20 pounds frequently
- Moderate physical exertion including walking to operating areas and walking upstairs
Education
Bachelor's Degree in Civil Engineering
