Role summary
Qiddiya Investment Company invites applications for the Senior Manager - Commercial position for the Racecourse project. This role is integral to leading and overseeing the procurement and commercial management of approximately SAR 3 billion of Provisional Sum works packages, delivered through a Management Contractor under a FIDIC-based contract, within one of the landmark developments—a world-class horseracing destination being built as part of the Qiddiya giga-project. The successful candidate will lead a team of Commercial Leads embedded across five delivery streams, overseeing 20–30 packages each, and managing a total scope of up to 75 procurement packages.
Responsibilities
- Lead and oversee procurement and commercial management activities across approximately SAR 3 billion of Provisional Sum works packages delivered through a Management Contractor under a FIDIC-based contract
- Oversee and monitor procurement activities, programmes, and package awards undertaken by the Management Contractor, ensuring strict compliance with Schedule 28 procurement procedures and project governance requirements
- Manage and coordinate a team of Commercial Leads and wider commercial staff of approximately 20 people, providing leadership, direction, and mentoring throughout the project lifecycle
- Coordinate with Design Management teams to ensure the timely release of IFT information in accordance with approved design release schedules
- Manage supply chain engagement including EOIs, NDAs, PQQs, market sounding, contractor assessments, interviews, and site visits
- Identify, assess, and prequalify suitable contractors and specialist subcontractors across up to 75 procurement packages
- Lead detailed commercial tender evaluations, tender clarification meetings, and commercial negotiations, reviewing submissions, contractual qualifications, deviations, and commercial risks
- Prepare tender reports, governance papers, and executive presentations to support internal approvals
- Work closely with Package Commercial Managers and the Management Contractor throughout the lifecycle of awarded works packages, providing commercial analysis on variations, valuations, claims, and other contractual matters
- Monitor commercial performance, procurement risks, and contractor compliance, protecting QIC's commercial interests through to final account
Qualifications
- Bachelor's degree (Hons) in Quantity Surveying, Commercial Management, or a related discipline
- MRICS qualification preferred but not essential
- Minimum 10+ years of commercial and procurement experience on major construction, infrastructure, or giga-projects, including Management Contracting and FIDIC-based procurement environments
- Strong experience in procurement governance, tendering, subcontractor selection, commercial negotiations, contract administration, and claims management
- Proven ability to lead and manage large commercial teams across multiple concurrent packages in a fast-paced project environment
- Experience managing procurement through the full lifecycle from strategy and prequalification through to final account and dispute resolution
- Excellent stakeholder engagement skills with the ability to interface across design, delivery, and governance functions
- Familiarity with procurement systems, project management software, and risk management principles
Education
Bachelor's degree (Hons) in Quantity Surveying, Commercial Management, or a related discipline
Experience
Minimum 10+ years of commercial and procurement experience on major construction, infrastructure, or giga-projects, including Management Contracting and FIDIC-based procurement environments
