Role summary
A critical leadership role within the Transport Division responsible for establishing and managing robust engagement frameworks across multi-modal transport systems. Focused on building enduring stakeholder relationships with government, community, and industry actors, while facilitating transport governance and stakeholder requirements between Qiddiya Transport and internal and external governance bodies. Requires a strategic yet hands-on leader with exceptional stakeholder engagement capability and significant experience in complex regulatory, transport governance, and operational landscapes in the Middle East.
Responsibilities
- Establish and manage robust engagement frameworks across multi-modal transport systems
- Build enduring stakeholder relationships with government, community, and industry actors
- Facilitate, derive, agree and track transport governance and stakeholder requirements
- Design stakeholder engagement templates and insights
- Negotiate internal transport governance processes and formal stakeholder agreements
- Establish clear communication, internal process adherence and improvement
- Implement stage gate and committee governance oversight
- Develop continuous feedback systems and performance measurement
- Drive engagement effectiveness, decision enablement, and compliance
- Cultivate high-performance team culture focused on learning and continuous improvement
- Embed stakeholder management and governance best practices throughout the Business Unit
Qualifications
- Bachelor's degree in engineering, Transport, Infrastructure, or related field
- Master's degree in engineering management, Public Infrastructure, or similar field strongly preferred
- Formal training or certification in stakeholder engagement, negotiation, or interface coordination
- Deep understanding of infrastructure lifecycle, transport operations, and interface agreements
- Outstanding interpersonal and diplomatic skills, tact and judgment
- Ability to build trust at all levels from community members to senior executives
- Strong written and verbal communication abilities in technical and non-technical contexts
Requirements
- Proven experience operating in transport or capital works sectors in Middle East
- Detailed understanding of inter-governmental and regulatory frameworks in region
- Demonstrated ability to develop stakeholder agreements from inception through execution
- Experience delivering or supporting large-scale multi-modal transport projects
- Experience in transport project governance, performance management or PMO
- Track record of leading and mentoring multidisciplinary teams in high-pressure environments
Education
Bachelor's degree in engineering, Transport, Infrastructure, or related field; Master's degree in engineering management, Public Infrastructure, or similar field strongly preferred
Experience
Minimum 12–15 years in transport and infrastructure projects with strong focus on stakeholder management and coordination; at least 5–7 years in senior stakeholder-facing leadership role with significant exposure to executive-level engagement and public sector negotiations
