Role summary
Qiddiya Investment Company is seeking an experienced and strategic Director for City Technology Governance & PMO to lead and enhance the technology governance framework across the Qiddiya city development. The successful candidate will oversee the Project Management Office related to technology initiatives, ensuring alignment with the company's overall vision and strategic goals. This leadership role demands a visionary leader capable of managing complex technology programs and influencing senior-level decision-making.
Responsibilities
- Develop, implement, and maintain robust technology governance frameworks tailored to city-scale smart infrastructure and digital services
- Lead the Technology PMO, overseeing project planning, execution, resource allocation, risk management, and performance tracking for all technology initiatives
- Ensure compliance with internal policies, industry standards, and regulatory requirements concerning technology deployments
- Collaborate with cross-functional teams including IT, engineering, operations, and external partners to align technology projects with the broader city development objectives
- Advise senior leadership on governance and project management best practices, providing clear reports and recommendations for decision-making
- Drive continuous improvement initiatives to optimize project delivery processes and governance mechanisms
- Manage stakeholder communication and expectations to facilitate transparency and accountability throughout the project lifecycle
- Champion innovation by identifying emerging technologies and governance trends applicable to smart city environments
Qualifications
- Bachelor's degree in Information Technology, Computer Science, Engineering, or related discipline; Master's degree preferred
- Minimum 12 years of progressive experience in IT governance, project management, and smart city technology programs
- Proven track record leading PMOs and managing complex technology portfolios in large-scale infrastructure or city development projects
- Strong knowledge of IT governance frameworks such as COBIT and ITIL, and project management methodologies such as PMI and Agile
- Excellent leadership and interpersonal skills with ability to influence diverse stakeholders including senior executives
- Exceptional organizational, analytical, and communication skills with attention to detail
- Experience with smart city technologies, digital infrastructure, and emerging tech trends is highly desirable
- Relevant project management certification such as PMP or PgMP is a plus
Education
Bachelor's degree in Information Technology, Computer Science, Engineering, or related discipline; Master's degree preferred
