Role summary
We are seeking an experienced, forward-thinking Head of Learning to lead the development and delivery of Qiddiya's learning architecture, ensuring learning enables performance today and builds the capabilities required for future growth. The role will partner closely with business and HR leaders to align learning with operational priorities, close critical skill gaps, and embed continuous development.
Responsibilities
- Design and implement Qiddiya's learning architecture, including frameworks, pathways, curricula, standards, and development journeys across priority capability areas
- Translate strategic priorities into practical learning roadmaps and interventions supporting current performance and future workforce readiness
- Ensure learning pathways are relevant to Qiddiya's functions, assets, and subsidiaries, linked to measurable improvements in capability, performance, and business outcomes
- Establish and continuously improve learning governance, policies, standards, operating procedures, and decision rights across Qiddiya
- Ensure learning practices align with Saudi regulatory requirements, internal policies, enterprise risk expectations, and quality standards
- Define reporting and effectiveness measures to track adoption, application, capability growth, stakeholder value, and return on learning investment
- Lead the growth, adoption, and integration of Qiddiya's learning ecosystem, including SuccessFactors, Sana, and future digital learning solutions
- Create blended learning experiences combining digital, in-person, social, experiential, and performance-based learning
- Partner with internal stakeholders, providers, academic institutions, and professional bodies to improve access, personalization, learner experience, and insight through technology and data
- Design and lead the future learning organization, including learning business partnership, digital learning, operations, design, and enabling capabilities
- Build a resilient, service-oriented, commercially aware learning team that partners effectively with the business and delivers with pace and quality
Qualifications
- Minimum of 15 years of experience in Learning and Development, with at least 8 years in a leadership or managerial role
- Proven success designing and delivering enterprise learning in complex, fast-paced environments, ideally with regional or global scope including the Middle East
- Strong understanding of the Saudi learning environment, including relevant regulatory, governance, workforce development, and compliance expectations
- Strong experience managing internal stakeholders, external providers, budgets, business cases, and learning investment decisions
- Digitally fluent with a strong understanding of learning technologies, with experience working with SuccessFactors and Sana preferred
- Experience building internal capability and managing external partnerships
- Demonstrated use of learning analytics and data to improve outcomes and show impact
Education
Bachelor's degree in Human Resources, Education, Psychology, Business Administration or related field. Master's degree in Organization Psychology, Organization Behavior, or relevant advanced HR certifications such as CIPD, ATD, SHRM preferred
