Role summary
Parsons seeks an authoritative and highly systematic Deputy EDMS Manager to establish, govern, and lead the overarching information management framework for a multi-billion-dollar program in Tabuk, Saudi Arabia. This role requires an expert to take absolute ownership of the life cycle of all engineering, commercial, and legal records across massive infrastructure packages, ensuring flawless compliance, data integrity, and strict access control across all project entities.
Responsibilities
- Establish, update, and enforce program-wide document control policies, numbering taxonomies, and standard operating procedures for Parsons teams, contractors, and subcontractors
- Oversee the deployment, optimization, and daily administration of the Enterprise Document Management System, ensuring metadata compliance and seamless system configuration
- Manage a multi-national team of document controllers, running regular quality audits to eliminate indexing errors, backlog delays, or missing revisions
- Maintain absolute data confidentiality and security protocols in strict alignment with client requirements and Parsons data privacy standards, safeguarding sensitive or restricted project files
- Generate specialized document status metrics, turnaround-time analytics, and engineering submittal reports for Senior Project Directors to flag workflow bottlenecks
Qualifications
- Minimum of 20 years of progressive experience in document control and records management on world-class, mega-scale construction and infrastructure programs, with proven track record in leadership or managerial capacity
- Bachelor's degree in Business Administration, Information Management, Engineering, or related discipline from accredited institution
- Direct experience managing complex information systems for Saudi Arabian giga-projects such as NEOM, Trojena, Oxagon, or Red Sea Global
Requirements
- Advanced, expert-level proficiency with major industry-standard EDMS platforms such as Aconex, ProjectWise, or PMWeb
- Deep understanding of engineering drawings, design stages, and contract closeout documentation workflows
- Exceptional organizational capability, meticulous attention to detail, and flawless command of technical English
- Strong leadership to guide contractors and maintain rigid compliance under aggressive program timelines
Education
Bachelor's degree in Business Administration, Information Management, Engineering, or related discipline from accredited institution
Experience
